TSkim: Command-line Merit (and full ROOT file) Skimmer

TSkim, the Line Mode ROOT Data Skimmer, was initially developed for GLAST/FERMI, and the tool is delivered with an executable called "skimmer", which wraps tskim with default values for FERMI. FERMI users: Do not call tskim; call skimmer instead.

Note: The former SK_* variables are still supported, although switching to the new TS_* variables is recommended when the opportunity presents itself.
